Definition Beneficiaries who become eligible to receive a ticket after they signed an IPE with the VR agency. Beneficiaries who become eligible to receive a ticket before they sign an IPE with the VR agency.
Ticket Assignment

(decision to assign belongs to the beneficiary)

  •       Reimbursement:  If a beneficiary chooses not to assign the ticket, the VR agency can still submit for cost reimbursement.

  •         Outcome System:  Ticket Assignment is necessary if the VR agency is using their chosen outcome payment system for this individual

  •         Reimbursement:  Ticket assignment is necessary for the VR agency to submit for cost reimbursement.

  •         Outcome System: Ticket assignment is necessary for the VR agency to submit for payment under an outcome system.  

  •         Without ticket assignment, the VR agency will not be eligible for either cost reimbursement or payment under the outcome system. 

Ticket Action Required

  •         Reimbursement:  The VR agency can choose to take no action until the submission of cost-reimbursement claim.

  •         Outcome System: The VR agency would need to complete the steps to assign the ticket. 

  •         Ticket Assignment Steps: 

1.      Complete Form 1365 with consumer signature. 

2.      If VR agency cannot obtain signature, SSA requires for the 1365 and the first and last page of the IPE.

3.      Complete Form 1366 if outcome payments chosen.

  •         Reimbursement:  The VR agency needs to complete the steps to assign the ticket. 

  •        Outcome System: The VR agency would need to complete the steps to assign the ticket.

  •         Ticket Assignment Steps: 

1.  Complete Form 1365 with consumer signature. 

2.  If VR agency cannot obtain signature, SSA requires for the 1365 and the first and last page of the IPE.

      3.  Complete Form 1366 if outcome payments chosen.

Payment Options

  •  Outcome system or reimbursement with ticket assignment. 

  • Reimbursement only without ticket assignment.

  • Outcome system or reimbursement with ticket assignment.
