Blanket Delegation of Authority (BDAs)

The Vermont General Services Department, Division of Purchasing has the statutory responsibility for purchases made with State funds. Purchasing has promulgated policies and procedures which direct employees in the process based upon the commodity group they are interested in.

Departments with special purchasing needs have been fortunate that Purchasing has recognized these needs and created procedures, which streamline purchasing so consumers needs can be met quickly and cost effectively. One such procedure is known as Blanket Delegation of Authority. Each BDA gives departments authority to make purchases following specific guidelines. These BDSs are granted by the Commissioner of the department of General Services and are reviewed and renewed annually.

The Department of Aging & Disabilities has been granted the following BDAs, which are effective through December 31, 1999. Each has special requirements, which must be followed. BDA – 1 – Direct Purchases less than $1,000.00

BDA – 5 – Wheel Chairs

BDA – 6 – Printing and Film

BDA – 9 – Eyeglasses, Dental Work and Prosthetic Devices

BDA – 43 – Hand Controls for Vehicles

BDA – 65 – Adaptive Equipment

BDA – 74 – Printing

BDA – 77 – Used Farm Equipment

BDA – 84 – Computers

BDA – 85 – Client Equipment Purchases

SUBJ: Blanket Delegation of Authority BDA-77 

This memo will authorize your department to make purchases of your requirements for used farm equipment for the Rural Farm Family Project.  

No prior approval form this office will be necessary.  

This delegation is effective until December 31, 1999, when it will be reviewed again.

When processing invoices for this material, please show the above number (BDA-77) on the payment voucher.

NOTE: Agencies are reminded that all actions taken under this BDA must comply with the provisions of Administrative Bulletin No. 3.5 "Contracting Procedures".

This memo will authorize your Department to make purchases of your requirements of hand controls for vehicles for your clients. This delegation requires that you secure bids wherever possible, and process a copy of the bid with your invoice. No prior approval from this office will be necessary.

This delegation is effective until December 31, 1999, when it will be reviewed again.

When processing invoices for this material, please show the above number (BDA-43) on the payment voucher.
